Shelters are inhumane and costly solutions to the real and growing problem of homelessness in New York City. Money currently allocated to providing shelters and services should be reallocated to providing direct financial relief and permanent housing solutions to homeless households. Research suggests that this is both better for the household and more cost-effective. Said another way, it is the most responsible course of action for addressing homelessness.
